One technical inspection instead of two: Ukraine simplifies rules for international carriers and brings the transport system closer to the EU

It will become easier for Ukrainian carriers to operate on international routes. The Cabinet of Ministers has combined technical control for trucks with ECMT certification, eliminating duplication of procedures, unnecessary costs, and bureaucracy. This is not only a saving for business, but also another step towards the full integration of Ukraine’s transport system with European standards.

Ukraine continues to restructure business rules according to European logic – this time the changes affected international road carriers. The Cabinet of Ministers has adopted a decision that simplifies the technical inspection of trucks operating under permits of the European Conference of Ministers of Transport (ECMT).

The main essence of the changes is simple: now, instead of two separate inspections, carriers only need to undergo one technical inspection, which simultaneously confirms compliance with both Ukrainian requirements and international ECMT standards.

Previously, the system effectively forced businesses to undergo double control – a separate mandatory technical inspection and an additional inspection to obtain an ECMT certificate. This meant more costs, more time, and additional bureaucratic burden.

According to government estimates, in recent years alone, carriers have spent about 300 million hryvnias due to duplication of procedures. Now these costs should be significantly reduced.

This decision is especially relevant for a large segment of the market: more than 21 thousand trucks applied for the last distribution of ECMT permits alone. For all of them, the dual inspection system was not just a formality, but a real financial and time burden.

Another important change is the opening of the technical inspection market. If earlier the ECMT certificate was actually issued through a limited system, now all accredited entities that have the right to conduct relevant inspections will be able to do this.

For business, this means more competition between services, a potential reduction in the cost of services and a better quality of service. In simple words: less monopoly – more choice.

Separately, the decision is important from the point of view of European integration. The resolution implements the provisions of EU Directive 2014/45/EU, which defines modern standards for technical inspection of vehicles. This means that the Ukrainian system is switching to more understandable rules for Europe for assessing the technical condition of transport.

In particular, a European classification of defects is being introduced – minor, significant and dangerous. This approach makes the system more transparent and helps to unify requirements for carriers.

It is also important that all information on inspections and certification will be entered into a single state database. This reduces the risks of abuse, increases control and makes the system more digital.

In a strategic sense, this decision goes far beyond the technical inspection. It demonstrates how Ukraine is gradually adapting the transport sector to EU rules not only at the level of declarations, but also through specific changes for business.

For international carriers, this means easier access to the market, less bureaucracy and better working conditions. For the state, it is another step towards implementing the Association Agreement with the EU. And for the economy in general, it is a more modern, competitive and transparent transport services market.

In fact, Ukraine is moving from an outdated inspection model to a system where the rules work faster, cheaper and closer to European standards. And for business, this is one of those reforms that are felt not on paper, but in real costs and daily work.
