What documents are required for demonstration models in classrooms in 2026?

Do you manufacture demonstration models, mock-ups, or educational displays for educational institutions?

Before supplying such products, it is important not only to specify their characteristics but also to properly prepare the documentation confirming their compliance with established requirements.

In 2026, the requirements set forth, in particular, the Standard List of Teaching Aids and Equipment for Classrooms and STEM Laboratories, approved by Order No. 574 of the Ministry of Education and Science of Ukraine dated April 29, 2020.

The document requires a technical passport, a declaration of conformity with technical regulations, warranty service, instructions in Ukrainian, teaching materials, and a certificate of origin for participation in competitive procurement. However, the list does not always end there.

What requirements may apply to the products?

It depends on what exactly the demonstration model is.

• If the product is intended for use by children during play, it is necessary to verify whether it falls under the scope of the Technical Regulation on Toy Safety, approved by CMU Resolution No. 515.
• If the model contains electrical or electronic components, additional technical regulations may apply to such equipment, particularly regarding low-voltage electrical equipment and electromagnetic compatibility.

It is at this stage that manufacturers most often have questions: Is a declaration of conformity, a certificate of conformity, or test reports required? Which technical regulations apply? And what documents must accompany the finished product?

There is no single set of documents for all educational models. It is determined based on the design, intended use, and characteristics of the specific product.

If the products are purchased with public funds

– When supplying to schools, high schools, universities, and other state or municipal institutions, the provisions of the tender documentation must be taken into account. The contracting authority specifies the technical, quality, and other characteristics of the procurement item, as well as the method for verifying them.

• Depending on the terms of the procedure, declarations of conformity, certificates, test reports, technical documentation, and other supporting documents may be required. In some cases, the tender documentation may include a requirement for ISO 9001 compliance. At the same time, this standard does not establish a general requirement for certification of educational models. In some cases, proof of product origin may be required, which is confirmed by a U-1 certificate (when the tender procurement is funded by the Ukraine Facility program).

Thus, the required set of documents is determined based on the product’s intended use, its specifications, and the terms of the specific procurement.
